Following the decision to establish a Quality Management System (QIS) at ESO and a
requirement to reimplement or replace the existing ERP system, the need for a redefinition
of the resource management process, and the existing systems/tools was identified. This
process redesign project is to be an outsourced activity and the consultant is expected to
lead the process of defining a new resource management process and deliver the
requirements for a system that would either be incorporated into the new ERP system or
implemented via a “best of breed” system and integration.
The consultant is expected to deliver an understanding and a description of the resource
management process(es) and system requirements that meet the needs of the
Organisation. The goal is to deliver a process that serves the needs of the Organisation. In
order to achieve this, the consultant shall have meetings with the different stakeholders (Directors Team, project controllers, resource allocation responsible, project and line
managers, operations/maintenance planners, Head of Finance, etc) and from the
information gathered, develop a solution that addresses the different needs.
The consultants’ work will be managed as a project within the QIS Programme. The
consultant will be supported by the Interim Quality Manager to link the consultant to the
internal stakeholders. She/he should perform the work independently and objectively.
The work is divided in different work packages, where each work package should start after
the approval by the Interim Quality Manager and can be stopped at any time by the interim
Quality Manager.
The work of the consultant is organised in a phased approach where after each phase, the
delivered report will be agreed internally to align understanding and ensure a common
vision for the next phases. ESO will provide comments and suggestions to the report, so
that an agreement can be reached for each report after 4 weeks.
