Preliminary Inquiry followed by a Call for Tender:
Preliminary Inquiry (PI) to identify and select companies that are interested in and capable of providing software development services for the development of front-end and back-end scientific operation dataflow software for the ESO observatories.
The PI will be released in Q4/2022 to potential suppliers in the ESO Member States and will be followed by a Call for tender planned to be issued at the end of Q4/2022.
The Call for Tender (CfT) will cover software development and testing services of operational dataflow software applications for ESO VLT/ELT/ALMA Observatories.
Service Contract:
The contract will start on 1 January 2024 (with a phase-in period as of 2023Q4), for a firm period of 3 years, with the option to extend it by up to 2 more years.
The CFT is scheduled to be issued in Q4/2022 to companies in the ESO Member States.
Scope:
The scope of work includes the development of front-end and back-end scientific operation dataflow software for the ESO observatories. It covers design, implementation, and testing of operational dataflow software applications for ESO VLT/ELT/ALMA Observatories.
The contract will be structured around clearly defined deliverables using an agile process with roughly one to two months iteration cycles. At the end of each cycle the product for the next cycle will be agreed.
The technical focus of this contract is on developing and testing REST and GraphQL APIs in Java with a database backend (both SQL and noSQL) and web interfaces in Angular/TypeScript.
