The new contract will run for a
period of three years plus extension with 1 + 1 year – five years as a maximum. The contract is
subject to termination in accordance with its terms and conditions.
This document specifies the services to be carried out by the external 4PL Logistics Service
Provider.
Parts of the below text is from the mentioned Logistics Design Report, complemented with a
description of how work has been performed, in reality, during the period June 2015 up to and
including 2019.
The original study was prepared through consultation with various ESS teams and functions in
order to understand ESS`s strategy and plans to build up and operate a world leading centre for
materials research with neutrons in a “green field” project. The following requirements for Logistics
management services within ESS have been identified:
• Transportation management, incl. Risk management
• Warehouse management for on-site and off-site locations
• Foreign Trade & Customs compliance
• Logistics consulting (Logistics design, IT and process support)
• Guidance for appropriate use of Incoterms and Insurance
• Staff certified in dangerous goods handling (1.3 and 7.1)
• Staff educated and experienced in import/export control (Dual Use) and supporting
systems
• Support to Suppliers and In-Kind partners in the overall area of Logistics
• Select, procure, manage and coordinate subcontractors delivering logistics activities on
site
The chosen solution is that ESS utilizes a dynamic and competent Logistics Service Provider that
has the expertise to provide ESS and its Collaboration Partners (CP) with firm and reliable logistics
services that are in line with ESS`s strategy for “In-Kind” management, as well as conventional
procurement service activities.
